Why an engineering firm writes software
Same method, different system
Fire protection engineering begins by reading a plant: what is inside it, how it behaves, where it fails. Only then is anything designed. Software written for an operating company begins the same way — by reading how work actually moves, where decisions are made and where they stall. The failure mode is identical in both: a solution chosen from a template and applied to a system nobody read.
That is the reason this practice sits in the same company as the engineering one, and not in a separate agency.
